Fix small MoveIncrement bug (randomly getting stuck)

This bugfix applies to cv_omniMove and cv_ice.

Fixed a bug causing the player to get stuck sometimes when using a small moveIncrement value

Fixed bug where move animation doesn't work with very small moveIncrement values
